Senator Kibbie Signs Legislation
Senator Jack Kibbie, President of the Iowa Senate, signed three bills at his kitchen table Wednesday morning. The bills will now go to Governor Culver for his signature. Brought to Emmetsburg by courier, Kibbie signed bills “creating equal educational opportunities for all children,” as he put it. HF 2663 replaces the state’s current one percent local option sales tax for school infrastructure with a single statewide one percent sales tax to be shared among all school districts.In addition to making Iowa’s system of school funding more equitable, this initiative will provide more than $207 million in property tax relief over the next six years. SF 2216 increases student achievement across Iowa with a core curriculum. The model core curriculum gives all Iowa teachers the tools they need to make sure students are learning. Iowa’s model core curriculum offers a rigorous and relevant classroom experience by helping teachers know “what” to teach and “how” to teach it. Every student will graduate with the skills to start college or to get a high-quality job; every teacher should have the very best, modern resources that can be provided. HF 2690 protects the interests of college loan borrowers. This bill is a good first step to providing better oversight of the student loan industry and providing more useful information to students and parents on financing higher education.
