Supervisors Updated on N-40 Road Construction

An update on road construction on N40 and B55 was given to the Palo Alto County Board of Supervisors during their regular meeting Tuesday, Sept. 26. This meeting also contained bid letting on Drainage District 19.

Palo Alto County Engineer Walter Davis-Oeth met with the Supervisors regarding construction on County Roads N40 and B55.

"They should be finishing mainline paving today on the B55 project and then they [Cedar Valley Construction] will move the paver to N40," Davs-Oeth said. "There is a small amount of crushed concrete that needs to be put down on N40 and that will have to sit for 72 hours."

According to Davis-Oeth, paving on N40 could begin as early as the end of this week. Weather affects the outcome of everything, so provided the weather remains good, Davis-Oeth is hopeful paving will be complete next week on N40 and it will take two days for the concrete to cure.

"Once the concrete has cured, the road will be open for travel but will have no shoulders," Davis-Oeth stated. "We will be working on driveways but everything is contingent upon the weather."

Davis-Oeth also asked the Supervisors to increase the comp time for Chris Towell, Justin Williams and Dan Berven due to the construction season. The Board unanimously agreed to increase the comp time for the named three individuals to 120 hours for the construction season.

In other business Rick Hopper, Drainage Engineer from Jacobson-Westergard of Estherville was on hand for bid letting for work on Drainage District. Bids were received from six companies on two types of tile RCP (reinforced concrete pipe) and plastic pipe both with a one-inch coefficient. Following are the bids:

Myer Tile & Backhoe of Curlew bid $1,237,228 for reinforced concrete and $1,228,450 for plastic.

Reutzel Excavating of Burt bid $974,887 for reinforced concrete and $1,106,702

EJM Pipe Services of Columbus, MN bid $1,509,996 for reinforced concrete and over $2 million for plastic.

Holland Contracting of Forest City bid $1,086,725 for reinfoced Concrete and $1,402,005 for plastic.

King Construction of Wall Lake bid $1,091,757 for Reinforced Concrete and $1,305,045 for plastic.

Finally, B & B Farm Drainage of Wallingford bid $988,412 for reinforced concrete and did not place a bid for plastic.

"I would recommend going with the reinforced concrete pipe and accepting the low bid submitted by Reutzel Excavating of $974,877," Hopper said.

With little discussion, the Board unanimously voted to award the contract for DD 19 to Reutzel Construction of Burt.

Jan Helmke, Treasurer for the Palo Alto County Gaming Development Corporation presented a resolution to the Supervisors to appoint Fort & Schlegel as the audit firm for the PACGDC.

"Keisling was the audit firm for us and was sold to Fort & Schlegel. They have agreed to keep an office in Emmetsburg with the same auditor we have always had," Helmke said.

In a roll call vote, unanimous approval was given to appoint Fort & Schlegel as the audit firm for PACGDC.

In final business, it was brought to the attention of the Board of Supervisors that a Real Estate Mortgage for part of Block 5, original town of Graettinger had been paid in full and the Board was requested to release said mortgage. The Lots included are 4, 5, 6,7,8 and six feet of Lot 9. This is the current location of the Upper Des Moines Opportunity Central Offices. Unanimous approval was given to release the mortgage.
