Bridge Overlay Project Put On Hold

Bridgework east of Ayrshire was a topic of discussion during the regular meeting of the Palo Alto County Board of Supervisors on Tuesday, August 29.

"Last week, we received a single bid from Cramer Associates of $89,642.50 for overlay work on the bridge east of Ayrshire," Walter Davis-Oeth, Palo Alto County Engineer stated. "No action was taken at that time. I had an estimated cost of $79,283 and the Bridge Consultant estimated the project cost at $82,600. Based on the timing and the fact we only received one bid, I recommend all bids be rejected."

"This bridge will be OK for the fall and winter and we will rebid this winter for the work to be done in the spring."

With little discussion, unanimous approval was given to reject all bids.

In other business, Kent Malm, Weed Commissioner for Palo Alto County requested the Board approve a grant resolution for a Hydro Seeder.

"We've been working on a grant for a Hydro Seeder through the Department of Transportation (DOT)," Malm began. "I was in here a while back and did the grant application. The grant has been approved and I'm here for some signatures and they (DOT) require a resolution that I will send back to them."

According to Malm, the new Hydro Seeder is 750 gallon and is replacing the current Hydro Seeder, which is 650 gallon, giving the IRVM a little more capacity allowing better efficiency.

"The new Hydro Seeder will cost $34,000 and with the trade-in value of the current seeder, the DOT grant will be $18,600 with the County's cost being $10,660," Malm explained. "This included the County's share of ownership."

Malm continued to explain that the DOT pushes for counties to apply for this grant. The grant money is in the Living Road Trust Fund (LRTF), which is funded by taxpayers and supervised by the DOT.

With some further discussion, unanimous approval was given for the grant resolution.

In final business, Rick Hopper, Drainage Engineer from Jacobson-Westergard, was on hand to set a hearing date for bid letting on improvements for Drainage District 19. The bid letting date was set for September 26 at 9:00 a.m.

Hopper also filed a preliminary engineer's report for Drainage District 47 and requested the Board set a hearing date. The Board unanimously accepted the preliminary report and set the hearing date for October 31 at 9:00 a.m.
