Supervisors Approve Transfer Of White Bank Building

Discussions concerning the transfer of the White Bank Building to the St. Pat's Association were held during the regular meeting of the Palo Alto County Board of Supervisors on Tuesday, August 22.

A public hearing was held prior to the transfer for anyone to make comments or voice concerns.

"Emmetsburg St. Patrick's Association is the 'Grantee' and Palo Alto County is the 'Grantor,'" Palo Alto County Attorney Peter Hart began. "This is the time to transfer the piece of property (the White Bank Building). It's as is. The St. Pat's Association is taking the property with the new roof but knowing that the boiler and the air conditioning needs replacing."

Hart went on to say that the County is reserving a six month time frame to finish getting out any files, maps and any other County items from the basement and the Engineer's offices and moving them to the new location in the basement of the Brinks Building.

"How does that work with insurance then? Do we need to carry insurance for six months?" Supervisor Craig Merrill asked.

"I think we do for our stuff until we get it out," Hart replied.

"What about the utilities? When do we transfer them, immediately or wait until the first of September?" Palo Alto County Auditor Carmen Moser asked.

"Has anyone talked to them about that?" Merrill questioned.

"I haven't talked to anyone about utilities," Hart responded.

"When are they supposed to take over?" Supervisor Linus Solberg inquired.

"They are supposed to take over today," Hart replied. "We will get six months access to get all of the County's stuff out."

"So the utilities would basically start today then?" Supervisor Chairman Keith Wirtz inquired.

"I would think the first of the month would be easiest," Moser stated.

A motion was made to continue paying the utilities for three month and unanimous approval was given.

At this time a motion was made to introduce and approve the Resolution 8-22-2017 that will transfer the White Bank Building with the Supervisors paying utilities for three months and to continue to carry insurance for six months, unless the County gets all their property out of the building before then, with unanimous approval given.
