Proposal For 17th Street Presented To Supervisors

A proposal for fixing 17th Street was presented by Palo Alto County Engineer Walter Davis-Oeth during the regular meeting of the Palo Alto County Board of Supervisors, Tuesday, June 27. Drainage was another important item on the agenda.

"I've talked with Frank Kliegl and given him this estimate to take to the City Council," Davis-Oeth began. "We are looking at a four and a half inch overlay of black top with only a small section of the street that needs to be completely removed and that part is within the city portion of 17th Street."

"The total estimated cost is $271,600, with seven tenths being the County's responsibility," Davis Oeth continued. "The County's portion of the total got seven tenths of a mile comes to $75,395."

With some further discussion, the matter was tabled until the City Council meeting.

Davis-Oeth also presented the Supervisors with a new weight embargo on Emmetsburg 20 Bridge in Emmetsburg Township Sections nine and ten. This bridge is on a Level B road and will be decreased to a weight limit of six tons. Unanimous approval was given.

Drainage issues took up a good portion of the Board of Supervisors meeting. An annexation and a reclassification hearing on Drainage District 7 Main Open Ditch and Lateral 2 was held. The report presented to the Supervisors regarding annexation of land within DD& is for 138.5 acres along the Main Open Ditch and 20.61 acres along Lateral 2. No objects were received regarding the annexation.

"This classification is based on tree removal and dipping that was done two years ago," Rick Hopper, Drainage Engineer from Jacobson-Westergard of Estherville said. " The entire project cost was $92,000 with an average cost of $45.80 per acre."

Unanimous approval was given to accept the annexation report and to reclassify the district.

Hopper also presented information regarding annexation in Drainage District 48 Laterals 3, 3A and 3D.

""This annexation is a result of information received by a landowner," Hopper stated."We are looking to annex 185.69 acres along Lateral 3, 137.31 acres along Lateral 3A and 147.74 acres along Lteral 3D."

Unanimous approval was given to accept the annexation report and the reclassification report on DD 48 Lateral 3, 3A, 3B, 3C, and 3D tile.

During a conference call with Pocahontas County Supervisors on Joint Drainage District 13, both the Palo Alto County Supervisors and Pocahontas County Supervisors accepted the annexation report filed by Rick Hopper, Drainage Engineer from Jacobson Westergard of Estherville and set the date of August 29 at 1:30 p.m. at the Election Center in Emmetsburg for the annexation hearing on Jt. DD 13.

In other drainage business, the bid letting date for Drainage District 19 has been set for September 8 at 9:00 a.m. The Supervisors also unanimously accepted the preliminary engineering report for Drainage District 57 and set the hearing date for August 8 at 9:30 a.m. and after unanimously accepting the preliminary engineering report for Drainage District 23 and set the hearing date for September 19 at 9:30 a.m.
