New Joint Drainage District Created

The creation of a Joint Drainage District with Pocahontas County as well as other drainage matters were main topics during the regular meeting of the Palo Alto County Board of Supervisors on Tuesday, June 6.

During a conference call with the Pocahontas Board of Supervisors and Rick Hopper, Drainage Engineer from Jacobsen-Westergard of Estherville, Carmen Moser, Palo Alto County Auditor presented a resolution to establish Joint Drainage District 13 between Pocahontas and Palo Alto County with Palo Alto County being the controlling county.

"This is a district where we had filed an annexation report previously and it did bring in some Pocahontas properties," Hopper began. "It was then discovered that there was a private tile agreement so that more land should be added. It ended up enough Pocahontas ground that the Boards decided it would be appropriate to make this a joint district."

"So what you have is the resolution to make this a joint drainage district and once that is done, we will resubmit the annexation report, include the additional lands and label it as Jt DD13. Today is the action to approve this resolution for the establishment of a joint district," Hopper continued.

"We visited with Gary Atherton our Drainage Clerk," Jeff Ives, Pocahontas County Supervisor stated. "We were surprised that you are coming that far. We do have and existing district that has this area in it, DD 17 and it has a good-sized tile line."

"I believe that is part of the area covered by the tile agreement," Hopper responded. "I will have to look at a drawing to be sure."

"I'm familiar with that area and the farmer," Ives said. "We are just surprised that there is as much of an overlap."

"We were surprised at that also, but the tile agreement includes those areas," Hopper said. "We will make sure that you get a copy of the tile agreement,"

With further discussion unanimous approval by both Boards was given and a new drainage district was established as Jt. DD 13.

In other drainage projects, the Board approved to re-levy DD 5, DD 159 and DD160 a percentage of original assessment to pay for outstanding claims charged to DD 69 as follows:

DD5 51% $215,813.59

DD159110% $51,014.85

DD16039% $78,820.45

DD69 (with outlet charge to DD 5) 338% $51,195.26

All of the levies will have a 10-year waiver option.

Hopper also presented an appraisal report for Drainage District Lateral B, which was unanimously approved. Hopper then presented a preliminary engineering report for DD 41 Main Open Ditch. With unanimous approval by the Board a hearing date was set for July 18 at 9:00 a.m. in the Courthouse Boardroom with Bid letting for July 18 at 9:30 a.m. in the Courthouse Boardroom.

In other business, Robin Jamison, Palo Alto County Treasurer, presented the Driver's License 28E Agreement, which received unanimous approval.

The board unanimously approved the hiring of Alea Spears as a part time jailer effective June 7 at $15.88 per hour.

Finally, the Board unanimously approved the hiring of Humberto Blanco as a seasonal employee for IRVM effective June 7 at $11.00 per hour.
