City Council Nixes Coucil Appointments

Committee appointments will have to wait until next year. Members of Emmetsburg City Council declined to approve several mayoral appointments at their last meeting.

Mayor John Schad made recommendations to appoint seven Emmetsburg residents to various committees. His objective is to create gender balance on these committees.

The recommendation to re-appoint Kathy Roethler to the Board of Adjustment failed on a four to two vote. Voting yes: Sandy Pelzer and Brian Malm. Voting no: Steve Finer, Tony Kauten, Brian Campbell and Corey Gramowski.

The recommendation to re-appoint Zeline Gappa to the Cemetery Board resulted in a three to three tie vote. Voting yes: Sandy Pelzer, Brian Malm and Steve Finer. Voting no: Tony Kauten, Brian Campbell and Corey Gramowski. Mayor Schad broke the tie with a yes vote.

"Before we go a lot further, I don't think anybody has a problem. I think they think that Myrna (Heddinger, mayor-elect) should probably be the one that makes these (appointments) at the next meeting," said Councilman Steve Finer.

"And that would be fine with me," said Mayor Schad.

"I don't want anyone to get any bad feelings because people are voting no," Finer added. "I don't think anybody has a problem with them."

Council representative Sandy Pelzer noted, "She (Heddinger) can't turn around and reappoint the same people if they haven't been approved now."

"She'll have to find her own and it will mean that the city is not in compliance on the male/female balance, which we have to comply with by the 31st, which is before Myrna takes over," added Schad. "I spent about a week putting this together because of that. So, in my estimation, the city would be better off and take less of a culpability if we appointed these people. By the way, I talked to Myrna about it."

The recommendation to re-appoint John Kerber to the Cemetery Board resulted in a three to three tie vote. Voting yes: Sandy Pelzer, Brian Malm and Steve Finer. Voting no: Tony Kauten, Brian Campbell and Corey Gramowski. Mayor Schad broke the tie with a yes vote.

"In four years I had to break one tie and now I'm breaking two in one night," said Schad.

The recommendation to appoint Cindy Chapman to the Planning and Zoning Commission to replace Steve Farnsworth failed by a four to two vote. Voting yes: Sandy Pelzer and Brian Malm. Voting no: Steve Finer, Tony Kauten, Brian Campbell and Corey Gramowski. Mayor Schad noted that this board will remain out of compliance.

The recommendation to appoint Kathy Merrill to the Planning and Zoning Commission to replace Steve Cody failed by a four to two vote. Voting yes: Sandy Pelzer and Brian Malm. Voting no: Steve Finer, Tony Kauten, Brian Campbell and Corey Gramowski.

The recommendation to appoint Tom Chapman to the Board of Adjustment and Review to replace Mark Saxton failed by a four to two vote. Voting yes: Sandy Pelzer and Brian Malm. Voting no: Steve Finer, Tony Kauten, Brian Campbell and Corey Gramowski. Mayor Schad noted that Mark Saxton asked to get off the board.

The recommendation to appoint Joni Cody to the Park and Recreation Board replacing Rick Brennan failed by a four to two vote. Voting yes: Sandy Pelzer and Brian Malm. Voting no: Steve Finer, Tony Kauten, Brian Campbell and Corey Gramowski. Mayor Schad noted that Rick Brennan wanted off the board.

Appointments to these various committees will fall into the hands of Mayor Myrna Heddinger at the beginning of 2012.

Council representatives approved resolutions for 21 grant applications to Palo Alto County Gaming Development Corporation.
